Imagine a mini Dubai on Angolan soil. That is the ambition behind Dubai Investments Park Angola, a large eco-industrial mixed-use city designed to combine residential, commercial and industrial areas with leisure, public services and a strong sustainability framework.

DIP Angola is a large-scale eco-industrial mixed-use development located in the Free Zone of Barra do Dande, in Bengo Province, roughly fifty kilometres north of Luanda.

The masterplan covers around two thousand hectares and combines industrial platforms, logistics, offices, retail, residential communities, hospitality, leisure areas and extensive public space.

It is the first flagship project of Dubai Investments in Africa, inspired by Dubai Investments Park in the UAE but adapted to Angola with a stronger emphasis on green infrastructure and long-term sustainability.

The city is structured into several dynamic zones, each with a specific role inside the wider ecosystem:

  • North Industrial Zone, focused on innovation-led industry, production, research facilities and logistics along the EN-100 corridor.
  • North Axis, with flexible offices, showrooms and commercial space linking industry and services.
  • Hotel and Leisure Zone, including an international golf course, premium hotels and serviced residences.
  • South Cluster, a coastal residential area with beachfront villas, townhouses and more accessible housing.
  • Green area and open space network, formed by parks, landscaped corridors and biodiversity buffers linking neighbourhoods through walkable public space.

DIP Angola is planned in phases. Phase 1 establishes the core structure on around four hundred hectares of land, including a one-hundred-hectare golf course.

This first phase includes:

  • Initial industrial zones for manufacturers and producers.
  • Grade A offices, retail and warehouse facilities to support trade and logistics.
  • Residential areas ranging from apartments to villas.
  • Public facilities such as hospitals, schools, parks and sports amenities to support a complete community from the outset.

Over the lifetime of the wider project, DIP Angola is expected to generate up to one hundred and forty thousand jobs and accommodate around two hundred thousand residents, supported by an estimated one billion US dollars in investment.

Sustainability is one of the core pillars of DIP Angola. The project follows an environmental and sustainability framework aligned with Angolan regulation and the United Nations Sustainable Development Goals.

  • Green infrastructure, including renewable energy integration, efficient water use and modern waste management systems.
  • Landscape strategy, with interconnected parks, green corridors and open spaces for play, relaxation, sport and community life.
  • Healthy mobility, through shaded walkways, cycle lanes and safer pedestrian routes.
  • Environmental stewardship, with attention to the Atlantic coastline and biodiversity protection inside the site.

DIP Angola is designed to support Angola’s economic diversification beyond oil, by attracting manufacturing, logistics, services and tourism to one integrated and well-planned destination.

  • Economic diversification, through new industrial clusters and export-oriented platforms.
  • Jobs and skills, with large-scale direct and indirect employment and potential for knowledge transfer.
  • Investment incentives, through access to Angola’s investment framework, free-zone logic and project support structures.
  • Partnership opportunities, including collaboration with local companies, institutions and public entities.

Some describe it as a new Dubai in Africa, but the deeper message is that Angola is presenting itself as a serious platform for long-term international business.

The site is located in Muceque Cabele, Barra do Dande, in the Municipality of Dande, Bengo Province, on a striking stretch of the Atlantic coast north of Luanda.

  • Primary access roads connect the residential and industrial areas directly to the EN-100.
  • Secondary and local streets are designed to organise movement across mixed-use districts and neighbourhoods.
  • Panguila road improvements strengthen the connection with Luanda and the wider metropolitan area.
  • Future rail integration is linked to Dande’s municipal railway vision.
  • People-first mobility is built into the design through cycle lanes and off-street paths for pedestrians and cyclists.
